           The Special Security Agency


                       More often referred to as D13, the Special Security Agency is an ultra-secret, fast response
                       intelligence organisation, funded and controlled by the US Government. Its primary function is
                       the investigation and elimination of potential paranormal threats to national security. We believe
                       that they also co-ordinate and conduct covert research on the use of magic, psi and exotic
                       technology for military and intelligence applications. D13 is known to answer to the Shadow
                       Council, thirty-three levels of government above the President, and has sweeping powers to
                       establish full martial law in emergency situations.
 

               History

                       Ostensibly, D13 was formed in 1934 on the authority of the Joint Chiefs of staff, though some
                       researchers now believe this was merely an attempt to legitimise an already existing operation,
                       possibly dating back as far as the Civil War. The unit was intended to specialise in using
                       so-called seers, mediums and gypsies to extract information from foreign powers and move
                       with relative ease across European borders. In 1936, a secret report to the Joint Chiefs
                       suggested that many of the "fakes" employed by the group actually had genuine abilities, and in
                       1937 the funding was provided for a major research effort to isolate and classify these powers.
                       In 1939, D13 fielded the first of its Search and Destroy squads. These teams were set up to
                       counteract the rising threat of paranormal assault by the Axis powers, with one team -
                       codenamed Scimitar - scoring a number of dramatic successes.

                       D13 and Scimitar were extremely active during the war years, with the majority of their efforts
                       directed against the Nazi’s, both at home and in Europe. In 1943, Scimitar were sent behind
                       enemy lines, in an attempt to assassinate the Nazi Sorcerer known as Klingsor and to destroy
                       his fleet of poltergeist powered Kugelblitz saucers. Though intelligence reports suggest that
                       the team succeeded, the Scimitar team vanished in the destruction of Klingsor’s mountain lair,
                       never to return.

                       In 1947, D13’s mandate was expanded to include the investigation of, and defence from,
                       potential "exotic" threats, a military euphemism for alien life-forms. D13 was responsible for the
                       clean-up and control of the Roswell situation, and successfully annexed the recovered
                       technology. Rumours persist that they also recovered a living alien, through which they
                       established a relationship with its fellows, but no corroborating evidence has yet been
                       uncovered for this.

                       In 1949, D13 was officially shut down, though it continued to function under its new
                       classification as a "Black" project. All links with the National Security Council and the CIA
                       were severed, and the unit was buried so deeply in red tape that they effectively disappeared.
                       What happened next is unclear. In 1952, the intelligence community worldwide was thrown
                       into uproar by an event so secret that no evidence of it remains. Whatever it was, it was of
                       sufficient import for the Shadow Council to grant D13 a Priority Ultimate mandate, along with
                       unlimited funding and whatever support it needed. From this point on, tracking the activities of
                       D13 becomes almost impossible.

                       We do know that in 1972, D13 and Project Starlight discovered the key to implanting artificial
                       psi abilities in previously untalented humans, through the use of neuroactive drugs and cerebral
                       implants. SAVE first encountered operatives thus equipped in 1985, and from our
                       observations we believe that extended use of these artificial abilities draws on the life-energy of
                       the user, causing rapid ageing and eventual death. Agents enhanced in this way have been
                       demonstrated to employ almost superhuman levels of psionic ability, having powers of
                       levitation, pyrokinesis, and advanced telekinesis and mind control. It is also during this time that
                       SAVE became aware of another avenue of D13 research, the so-called "Super Soldier
                       Project". Envoy reports of the time indicate that D13 had come into possession of a source of
                       dragon blood, and was using the plasma’s mutagenic properties to create metahuman
                       operatives, literal supermen.

                       Currently, D13 operates under the guise of any one of the myriad legitimate government
                       agencies, both at home and abroad, frequently co-operating with the British agency, Section
                       O, and the French Bureau L’Occulte. Its current commander is General Justin Drako, who
                       reports suggest may have been a recipient of the super soldier treatment himself. D13 are also
                       known to have worked with the notorious Dr Gideon Eivec on a number of projects, and are
                       suspected in having provided technical expertise to the ill-fated Morrigan Project.
 

               Conclusion

                       While the true agenda of D13 remains a mystery, SAVE advises extreme caution in any
                       investigation that might draw their attention. D13 has, as an agency, proven itself to be amoral,
                       self-serving and perfectly willing to sacrifice civilian lives for its own ends.
